Exploring Teacher Leadership: Practices, Challenges, and Opportunities in Philippine Public Schools

Abstract

This study examines teacher leadership in Philippine public schools, focusing on its practices, challenges, and opportunities through a mixed-methods approach involving surveys, interviews, and focus group discussions. The survey, conducted with 300 public school teachers, revealed that 76% actively engage in leadership roles such as mentoring peers and leading professional learning communities, while 58% reported involvement in community engagement initiatives. However, 64% identified role ambiguity and lack of administrative support as significant challenges. Qualitative findings further highlighted resource constraints and time limitations as barriers to effective teacher leadership. Opportunities identified include professional development programs (endorsed by 82% of respondents), policy reforms, and collaborative networks. The study underscores the importance of empowering teachers to drive educational improvement and calls for systemic changes to optimize teacher leadership in Philippine public schools.
