Abstract

The integration of Information and Communication Technology (ICT) in education offers transformative opportunities but is often impeded by persistent barriers. This study explores the multifaceted challenges and enablers of ICT implementation, drawing on diverse cultural contexts and the evolving frameworks of teacher competencies. Through a comprehensive review of existing literature and cross-cultural analyses, the study highlights the impact of access disparities, digital competence, and pedagogical innovation on ICT adoption in teaching and learning environments. Key themes include the barriers faced by marginalized groups, such as Indigenous and remote learners, and the critical role of professional development in enhancing digital literacy and fostering inclusive practices. Additionally, this study examines the interplay between global competency frameworks and local education systems, emphasizing the need for adaptive, culturally responsive approaches. The findings provide actionable insights for educators, policymakers, and stakeholders seeking to optimize ICT integration and bridge digital divides, fostering equitable and effective learning experiences in the 21st century.
