Abstract

This study examines the impact of centralized-decentralization on policy and leadership in Singapore's education system. It explores how the government’s centralized policies, paired with decentralized implementation, shape leadership practices at various educational levels. By analyzing interviews with policymakers, school leaders, and educators, the research investigates the balance between top-down directives and the autonomy granted to schools in decision-making. The findings highlight that this hybrid governance structure allows for both uniformity in educational standards and flexibility in addressing local needs, fostering effective leadership and promoting innovation within schools. The study provides insights into how centralized-decentralized models can enhance educational leadership while maintaining national coherence.
